General and Operations Manager, Senior
Summary
The Senior General and Operations Manager is responsible for the organization, responsiveness, workflow management and leadership of the site team to fulfill the contractual obligations of the Rapid Operations Material Management Contract. Performs other duties as assigned.
Essential Duties and Responsibilities
- Acts as the overall lead, manager, and administrator for the contracted effort.
- Serves as the primary interface and Point of Contact (POC) with Government program authorities on technical and program/project issues.
- Directs efforts of cross-competency team(s) to include contractors at multiple locations.
- Oversees contractor execution of the contract requirements and manages acquisition and employment of program/project resources, as well as controls financial and administrative aspects of the program/project with respect to contract requirements.
- Briefs senior leadership on program status and milestones. Interfaces with the COR, GPLs, and contractor support.
- Responsible overall for required personnel safety and workplace training.
Supervision
Responsible for the overall supervision and performance of a team of up to 75 personnel.

Minimum Qualifications
- Master’s Degree in Logistics, Supply Chain Management, or technical equivalent.
- Bachelor’s Degree in Logistics, Supply Chain Management, or technical equivalent and four years of additional work experience in lieu of a Master’s Degree
- Ten (10) years of experience with at least five (5) years of experience in Logistics or Supply Chain Management with the DON or other DoD Programs
- Minimum five (5) years of experience managing personnel
- Possess or ability to obtain certificate of completion for the DPAS Warehouse Management Training
- Must have significant analytical, organizational, coordination, and communication skills to effectively balance and schedule competing priorities
- Strong analytical and problem-solving skills
- Familiarity of standards in logistics and warehouse operations
- Working knowledge of Microsoft office products to include Microsoft Office, Excel and Power Point.
- Must have valid Driver’s license, insurance and maintain military base driving privileges. Obtain military licenses/certification if required.
- Familiar with current military regulations, policies and standards.
- Excellent communication skills.
- Must be a U.S. citizen
- Must be able to obtain and maintain a U.S. Government Security Clearance
Preferred Qualifications
- Five (5) years experience at the Project Management level
- Experience and knowledge of Alaska Native cultures
Physical Demands
The employee is regularly required to talk, including the ability to pass on information via the telephone, and verbally communicate with clients, staff and other employees, hear and see in order to perform his or her duties in a safe manner, including occasionally driving. The ability to lift up and move a minimum of 50 lbs., walk, bend, push, pull and stand is needed to perform all requirements of this position. Typically will have full dexterity of limbs to feel, reach, sit, kneel, stand, crawl or climb on small stepladders not to exceed 10 feet.

The work environment can vary from office/warehouse environment to field work outdoors depending on the mission and support required.
